Biographical
As an arbitrator, adjudicator and mediator, Kathryn Raymond, Q.C., resolves workplace disputes. Her ADR practice includes labour relations arbitration, including as a member of the Minister's List of Arbitrators, through appointment as a member of the Canadian Human Rights Tribunal and the Nova Scotia Human Rights Board of Inquiry adjudicating complaints of alleged discrimination and as an arbitrator under specific legislation such as the Education Act Appeal Board and the Nova Scotia Assessment Appeals Tribunal. Her experience includes labour standards, labour relations and occupational health & safety disputes as a former Vice Chair of the Nova Scotia Labour Board, and arbitration of insurance disputes.
Kathryn also has extensive experience as neutral counsel to adjudicative and investigative tribunals in a professional regulation and healthcare context, including medical staff privileges litigation. Her experience as neutral counsel to tribunals of regulatory colleges and hospital organizations includes enabling effective adjudicative decision-making, education and training of tribunals, procedural advice during hearings, regulation and policy development and procedural design.
Kathryn's experience as a neutral is founded upon 35 years of experience as an advocate, having practiced law in both Toronto and Halifax.
Kathryn's areas of interest include access to justice and self-representation, interest-based resolutions, regulated and consensual dispute resolutions design and improving the effectiveness and efficiency of ADR processes for resolving disputes in unionized and non-unionized workplaces, including those involving labour relations, human rights and professional regulation.
Kathryn has been consulted by government and stake holders respecting the development of policy, ADR processes and respecting the drafting of a number of provincial statutes. Kathryn has been invited to speak on over 95 occasions on topics which include improving dispute resolution, procedural fairness and administrative law, employment/labour law, discrimination and health law. In 2009, Kathryn was recognized by LawDay as one of Canada's Top Health Law Lawyers. In 2019, she co-authored the Expert Report on Modern Federal Labour Standards. This report was commissioned by the Federal government and involved nation-wide consultations resulting in recommendations to the Federal government about key issues impacting modern labour standards for the private federal sector.
